Re: smigrate does not carry over security settings

That behavior is by design. Smigrate does not preserve security settings,
personalization, or global administration settings. Smigrate was designed as
a tool for moving sites between virtual servers or physical servers and
works from the assumption that the user accounts on the original server may
not be the same on the destination server. Stsadm can be used to make
full-fidelity backups of a site collection which include security settings.
