how to restrict users not to see all the views ..

Hi All,

how do we restrict the users not to see all the views of the document
library. Actaully the requirement is that a set of two regions will
fill in there details form two different views targeted to them. But
they should not be able to see what the other region is doing. And a
region head will have a view containing all items.

any idea how to achieve this.
