Yes, I have setup SSLs before. I tried something different this morning.
When creating the certificate, instead of using the default Common Name, I
used the http://portal.domain.com. Also, when requesting the certificate, I
changed the Administrator option to Web Server. This actually allowed the
HTTPS://portal.domain.com to prompt, only it went to the Default Web Site
instead of the portal.domain.com site.
Finally, I decided to try this for the Corporate Portal Site instead of the
Default Web Site and the problem is resolved.
