After installing KB 892211, I have no security tabs anymore.....

Recently I added a Win2003 Terminal Server to our domain, and I am setting it
up for access from remote offices through VPN/RDP. The one stumbling block
was that all users except Administrator would get a "Server Connection Error"
when trying to open in web folders. Before I found the correct fix, I
installed the "Webfldrs - KB892211 recommended update", thinking that would
solve the problem. It installed okay, but didn't really fix anything. Now
when I try to open the Document library folders properties to assign user
access rights, there is no security tab. When I double click on the desktop
shortcut to the homepage, I get the message "You need to install the client
components of the document library component for M$ Office SPS 2003"
I tried running a reg repair tool, but after installing it, it won't
run....the opening dialog box comes up for a few seconds, and disappears.
I've rebooted 4 times since last Friday.
