In Add User Window: "Address Book" Button is not coming

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

I have admin rights on my ID. When I have tried to create new user for
intranet site,I have gone through the following steps:
Main Page->Site Settings->Manage Users->Add Users
In that page with Step 1:Choose Users - below the TEXTAREA, a Address Book
button should come to add the users through that Outlook Address Book but in
my case a hyperlink is coming as "Select users and Groups" which is taking
only those users who are having the access to Windows Server 2003 or where
the SPS 2003 has installed.
How to get that "Address Book" Button?
