I had searching in this way but all seams to be right

the virtual server extended by wss is http://name:8080
in the url path to create sites ( under Connect to Sharpoint server) I setup
the link as http://name:8080/sites
It's at this point that when a save the config I get the error
The root site http://name:8080 is accessible with the site template ms
project.
Under administration of wss and "define managed path" the path "/sites"
exist as managed by wss
I think the new created sites must shall be bottom with a url as
http://name:8080/sites/TEST
