Change permission settings for a list or library

According to Microsoft's SharePoint Portal Server 2003 documentation (Online
help) there is a way to Change permission settings for a list or library.
1) Navigate to the list, and then in the Action pane, click Modify settings
and columns.
2) On the Customize List_name page, in the General Settings section, click
Change permissions for this list_or_document_library.
3) Select the box next to the site group you want to change.
For example, click the check box next to Web Designer to change the
permissions for all members of the Web Designer site group.
4) Click Edit Permissions of Selected Users.
5) In the Choose Permissions section, select the level of permissions to
allow, and then click OK.
I get to step #2 but there is no "Change permissions for this
list_or_document_library" option. When I go into the Change General Settings
the sections I see are:
Name and Description
Navigation
Content Approval
Attachments
Item-Level Permissions
You'd think it would be the last, Item-Level Permissions, but the only thing
I have here is Read access and edit access. No other setting describing what
Microsoft documented.
So is this a buggy documentation and should report it to Microsoft or what?
