Cannot Perform Initial Configuration

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

I just installed SPS2003 on a new machine. IIS is running and I can get to
the default web site page that says that the site is under construction. When
I try to go to the SPS Administration site, I get a IIS 500 error. Any
suggestion as to how to set things up correctly?
