Restored to New server and cannot logon to STS_Config

I am running SBS2003. We needed to change to a new physical server. We use
sharepoint services to provide a "compayweb" site

I have restored both the STS_Config and STS_servername_1 databases to a new
server. When I try to either connect to or administer the site I get an
error in opening the config database.

in share point central administration under "Set Configuration Database
Server" I attempt to set the configuration database to "STS_Config" using
database server "servername\SharePoint" I get the following message:

Cannot open database requested in login 'STS_Config'. Login fails. (Error
code: 4060).

I am at a loss on how to fix this.
