Domain Users keep getting access denied and can't log on

Hi All.
I have been banging my head against a wall today and would love some
help!
I have a SharePoint Portal Server on ServerA and it's databases are on
ServerB. Active Directory is on ServerC.
Administrators on ServerA can access the site with no problems at all,
but other Domain Users (who have been given permission to the Home area
in SPS) are not able to access the site. They are given the Windows
logon box 3 times and then redirected to the standard sharepoint error
page with the message: "Access denied. You do not have permission to
perform this action or access this resource." (actually it goes to the
request access page with that error message.)
I have never come across this issue before... but this is probably the
first time that I have seperated SharePoint and SQL... Normally I have
worked with a Single Machine Deployment.
The SharePoint application pool is runnning under my own user account
who is an admin on ServerA only. If I make the domain user account an
admin on ServerA then he gets access, which makes me think that it is
not an issue with him authenticating against the SQL server... so I
have ruled that out.
He has permission set in the SharePoint Area, so I rule that out. IIS
is set to Windows Integrated Authentication, whichis fine, so rule IIS
out.
The only thing I have left is NT Permissions on the following
sharepoint folders:
"/_layouts" - which has been moved to a new location, custom for that
portal, "TEMPLATES" - in the original location
"wpresources" - again, moved
"_vti_bin" - not changed
With the domain user NOT being an admin on the sharepoint server I have
manually given him full access to all these folders (and all sub
folders as much as i can make out) and that does not fix the issue.
I am at a loss of where to look next, so reall yneed some help. has
anyone come across this problem before? this first showed up on my
clients test server, and when I replicated in house I get the same.
So, somewhere i have not configured something right... but I simply
cannot see where.
