On the *client* site you can't. It's a server application and it doesn't
decide on the basis of who you are when you log in which language it's going
to provide you with.
One idea as shown at sharepointcommunity.com is to have an English site
equipped with a button to do trranslations of the information on the page. I
shudder at the quality of the Dutch you are likely to get if you go that
route.
Another rather improbable idea would be that you have two parallel
installations of SPS. One in English and one in Dutch and give your Dutch
readers the URL of the Dutrch one.
Now your "only" problem would be keeping these two sites in sync. Not
perhaps impossible but hardly and out-of-the-box solution.
P.S. Are you really from Microsoft as your e-mail address indicates ?
