Yes, you're right. This has to do with the file extension, not with the
content.
Another example: If I try to upload a dll-file, SharePoint tells me that the
file type has been blocked by the administrator. Fine. If I remove it from
the list of blocked file types I can both upload and download dll-files
without any problems.
It's so frustrating that dwt-files doesn't work in the same way!
