KC,

Not sure what the problem is but you can change the mandatory/optional
setting of any column. For text fields it's right under the description.

As for changing the data types, sometimes you can do this and sometimes
you can't. You cannot change multiline text fields, calculated fields,
and hyperlink fields to a different data type once set. If it's the
default field (Title) you can't change the data type but you can change
it if it's a text field that you create yourself.

You'll also notice that when you create a column you have options like
hyperlink, calculated, etc. but when you edit a column you don't have
all of the options available to change to. The reason for this is so
that your list doesn't blow up if you change fields too drastically.
It's a form of data integrity.
