Nice. I would bet on a ground up solution with VS and a good html editor, not
FrontPage. Note however that they're not using personalization (there's no
obvious link for partners or designers to login), so these don't need to be
much more than web part pages wither the guts ripped out and replaced with
nice clean html and a few content parts to make changing content a breeze. In
other words, though it's a really great looking piece of work and still a
heckuva lot of time, it may be easier than you think.

The SharePoint Customization site (www.sharepointcustomization.com) has more
great examples of what's possible, though with FrontPage as the centerpiece.

And hey, when Asp.Net v2 goes live, you'll be able to do web part pages and
personalization without SharePoint. For those of you who do both .Net and
SPS/WSS, you'll love Web Parts in Asp.Net v2. Beta 2 will include a go-live
license, and it's just around the corner...
