Terminal Server can handle video conferencing in as much as Windows
Messenger handles it.

SPS is a collaboration tool but it will not push changes to a user's
desktop. The user would be required to login and get the updates.

Terminal Server is not required for either application unless you want to
perform administrative functions on the server itself.
