Permissions resetting on %WinDire%\Temp and %WinDir%\System32\Logf

I've asked this before, without answer, so let's try again....

I haven't been able to figure out what keeps resetting the permissions.
STS_WPG and Network Service disappear from the list every several hours, so I
loose Web Parts within SPS 2003 sites regularly. I can get these Webparts
back by giving the appropriate permissions again...but those will be reset
within the next several hours.

The Server OS is Small Business Server 2003.

Any help would be appreciated!
