The administrator maintains control over the public view of My Site, users
can change their own. When users move web parts around, these changes are
simply stored in the personalization database. If a user makes changes to the
default.aspx page of a My Site, that page becomes unghosted, meaning it is
therafter served from the database rather than from the site definition
files. Changes to the site definition will not appear for that user.

To make changes for all users, the administrator can change the My Site site
definition, found in the sever folder:
c:\Program Files\Common Files\Microsoft Shared\web server
extensions\60\TEMPLATE\1033\SPSPERS\

So if a user has unghosted his My Site before the admin changes the site
def, he will not see the new site def, his site will continue to be served
from the database.

The lesson here is that it's fine to let users edit their own Personal
Views, but editing the default.aspx can cause branching issues that will take
an admin's time to correct.

Take care,
Eli.
