Thanks for your reply. My understanding is that you want to know how to
create a new template in SPS.
 
You can design new templates by yourself. According to Edward's
recommendation, you can gain some information from

It appears that this is a Development related request and would best be

Yes, but how do I either add a new template or change formatting of existing
templates. I want to add new webpart zones to an areas template.

Your explanation shows me what to do once I have created the template, but I
need info on how to actually create a new template.
