Mark,

You have to get the Hotfix from Microsoft PSS.

I ran into the same problem that you ran into in regards to getting the
Change Password Notify to work properly. I thought mine wasn't working when
in fact it was working. I was inadvertantly setting the Account Expires
setting on the Account tab, which has nothing to do with passwords.
Basically, the password expiration is a function of the AD Group Policy and
by default is set to 42 days. If you want to try out and see if the
iisadmpwd is functioning properly, just set the PasswordExpirePreNotifyDays
(can't remember full flag name) flag to a huge number like 9999 and everyone
will route to the going to expire page. Too bad I burned a support call for
something this basic! Hope this helps.
