Hi!
We have got the same problem with a german installation of SPS2003 and an
english Windows 2003 Server. But we have not SP1 installed. The problem
appeared after installing Hotfic KB867460 and Hotfix KB833987. Approximately
once a week the sitesettings pages are english. Next day or after an
iisreset the pages are german again.
We are now in contact with MS to find a solution for this problem.
