In a portal, you grant user access using site groups and cross-site
groups. So, when you go to the manage users page, you can get a list
of users that can access the portal. If you use the select all
function, you can then make them all readers, or contributors, or
administrators, and that applies to any site in the portal. There are
the four site groups, and I am not sure which site group that manage
users page places the rights into. You want to read about site groups
and cross-site groups in the SharePointPSAdmin.chm help file. Download
it from the SharePoint site on Microsoft.
