Personal sites are all "hosted" on the first, or designated SPS server
box, and are set with permissions so that the individual user can
manage all aspects of it. The regular team sites are set up with
permissions that are managed by the Administrators. As a user, you
can't even squat if that permission hasn't been given you by the
administrators, much less clean up after yourself. I don't really know
if the my sites have other functional differences. But the general
sites are all managed sites.
