The assumption is that you would install SharePoint Portal Server on a
member server, which has a Power User group. Domain controllers do not have
such a group. Microsoft recommend that you do not use domain controllers to
act as anyother application or IIS server role - reason - difficult to
secure both the application and domain controller elements.
