How to hide Site Settings

I create a site under a portal site in SPS 2003 and add a
user with Reader right. When she goes to the site home
page, she sees the Site Settings link and clicks on it to
bring up the Site Settings menu. She then clicks on
Manage Users link and gets prompt for user name and
password since she does not have permissions.
Is there a way to remove "Site Settings" on the default
page for a site so a user who does not have the right
permission can't click on it?
By the way, the "Site Settings" link does not show up on
the default page for the top level portal site. I can see
it since I am the portal site administrator. Why the
portal site behaves different than a site created under
the portal?
