I am implementing a share point site as a document repository and have the same issue. I have 5 portal areas defined, each with distinct 3 users who need to be content managers. The only way these users can approve/reject documents is if I give them ability to physically alter the web page.

This makes little sense to me. Can an MVP help out with this one? We received SPS with our EA agreement and hopefully I can get a little more granular on security with it.
