Sharepoint error - ErrorWebPart on all preinstalled Web Parts

We are having problems with "Managing Web Parts". We get the
informative "Error" and "ErrorWebPart" on all web parts that come with
Sharepoint (i.e. "area contents" and "links") when we try to manange
them. Viewing them is ok. We have tried everything we could as per
KB - 830342. And we have google with not resolution.

For the solutions on KB 83042:
1 - Tried and doesn't work.
2 - They aren't our webparts so no dlls. Unless someone knows where
the default ones are put.
3 - The MCSE on staff says we can't do.

For info about the server: Windows Server 2003. It also has two
instances of Sharepoint.
