Administering alerts to a specified email address

Hi,
With Sharepoint 2003, is it possible to send out a daily news email
(alert) to a specific email address? Currently each user has to
subscribe to news individually. As the administrator, I would like to be
able to specify an email address which has been set up in Exchange as a
distribution list for reaching all employees. I would rather not have to
set up a dummy user in Sharepoint (with this email address) to achieve
this.

Alternatively, is there a way that I, as the administrator, can subscribe
all users from an administrative console?
