To do this, you would have to either target the links to audiences using the
Links for You web part, or you could target an entire links list web part to
a specific audience. But as Edward pointed out, this is not a security
construct, only a targetting one (people who are not members of the specific
audience will not be able to see the link / web part on the page that you
have targetted, but that won't necessarily prevent them from looking at the
source list).
