Site Groups for new Site

Trying this again...

If I go to the Sites area and create a new site, the new site has 4 site
groups by default (reader, member, designer and admin). My need is I
want to modify which groups are added to a new site by default.

I've search for this but has not come up with any solution. Looking thru
ONET.XML gave me nothing and so on... I'm probably missing something and
for what I know this should be possible since I've seen it on a MS slide
(not how just that it was customizable).

Anyone up for pointing me in the right direction :-)?
