installing Sharepoint Service 3.0 Tools for VS 2008

I have a Sharepoint server running on Windows 2003 Server. But, I would like
to do some custom Web parts using VS 2008. Now my development machine is
Windows XP. Reading the documentation on installing the extensions, it says
it requires Windows Server 2003.
New to Sharepoint development. So, far just been using the basic lists and
documents. Now, finally getting into the nitty gritty. But, questions is,
does my development machine need to be running Windows Server 2003 in order
for my to create custom web parts? any help would be much appreciated. Thanks.
