Update:
I have also tried to setup a workflow from the List settings, using
the default Three-State workflow. I also get an access is denied
error message, even after I request and grant access to my own user
account. My user account has Full Control, Design, Contribute
Any ideas?

I have a sharepoint site that I am trying to add a new workflow to
from sharepoint designer 2007. I am able to setup my workflow rules
fine and the workflow has no errors, the problem is that when I go to
click finish I get an error that says...
"You do not have permission to do this operation. Ask your web site
administrator to change your permissions and then try again, or log
on
with a user account that has this permission. To log on with a
different user account click OK."
I am a domain admin user, and I have also clicked ok and attempted to
sign in with the domain admin user account, but I get the same error
message.
After hitting cancel I get another pop up message that says...
"Errors were found when compiling the workflow. The workflow files
were saved but cannot be run."
I click advanced on this pop up message and it tells me..
"Unexpected error associating the workflow."
Any help is appreciated. Thanks in advance
