Both of what you are seeking to achieve are indeed very possible. When
creating your persons list, you can just use a lookup column as your
field type on your list, and point it to your workspace list to create
a drop down to select the workspace from.

Connecting column data is pretty easy, if you want you could just
display your workspace list on a page, then have it provided row data
to another details field that could show your column data for building
for example. It really depends on how complex and robust you want to
get with the solution.
