So, I followed the directions in a included document, but fail to the
url to
display.  I tried both methods of installation.  I can get the webpart
installed.  I can use Frontpage to put the webpart onto my page.  When
I
give it an url in the address bar I get nothing.  Here is a link to a
screen
shot of the result:

And here is the contents of the address bar:
http://someserver.somedomain.com/sites/basic/default.aspx?URL=http://w
ww.microsoft.com

I went ahead and developed a Web Part that will do what you need and
placed it on my website.  It is called Dynamic Page Viewer Web Part
and can be found here:

Is it possible to setup a page with a web page viewer web part where
the url that the web part displays is a variable that is assigned
it's value from the query sting in the original url to the page?

So, page is called myviewer.aspx.  Open IE, give it the url
http://portal/myviewer.aspx?page=www.microsoft.com

When the page opens the web page viewer web part displays
www.microsoft.com.

Anyone know how to do this?
