\par From the error message, this may be caused by the user Account used by the Notification services. So I list the troubleshooting steps for you below:

\par Setting on the SharePoint Portal server. (When the Portal Server is in a Domain)
\par --------------------------------------------------------------------------------
\par 1. Create a Domain User.
\par 2. Make Sure the Domain user is a part of the Local Administrator Group.
\par 3. Add the same domain user to the SQL server with "Security administrator and
\par Database Creator".
\par 4. The domain user should have DBO permission on all the SharePoint content
\par Database and Configuration database.
\par 5. Browse to the "SharePoint Central Administration" Admin Page.
\par 6. Click on the "SharePoint Portal Server" option on the left hand side.
\par 7. Click on the "Configure Server Farm Account Settings".
\par 8. Make sure all the accounts listed here are same domain Account.

\par Checking the SMTP server if it is working fine:

\par 1. Open a Command prompt.
\par 2. Type in TELNET <SMTP server name or IP address> 25 and Hit Enter.
