Development and test deployment ADVICE

Hello,
I'm developing a sharepoint portal server 2003 solution for an intranet
and the scenario is the following :
- In one domain of the enterprise we have installed in a machine the
development portal, where I work on
and when things go right and the clients have aproved them we have to
move the aproved stuff to another portal
(the client´s oficial test portal).
- In another domain of the enterpise we are going to install the test
solution in a small farm : the front end in one
machine and the back-end in another. In this portal solution the final
clients are going to work introducing
content and getting familiar with the enviroment.
The intended procedure of working is to move step by step the aproved
stuff from the development portal to
the oficial test portal. How can I do this in an effective and easy way?
I have thought 2 possible solutions, but I need advice:
1) Make a backup of the develop portal and restore in the test portal
every time there is something
new, but I will delete all of the content that the clients would
have introduced previously. One possible
solution to save the content is to export the lists to Excell before
the restore and import them in the new version, but I thing
this would be very hard in advanced versions, due to the possible
amount of content.
2) Replicate the work of the develop portal in the test portal. Is to
said : work twice. Make something
in the develop portal, and when it´s approved make the same in the
test portal. I think this is the more
easy solution to achieved the scenario but it has the inconvenient
of repeat the hard customization work
of the portal in front page. In this solution theres is no problem
with the content.
I'm open to other possible solutions. What do you suggest to me?
