Global Alerts on Lists and Document Libraries

Hi,


I have a client that wishes to allow users to set a Global Alerts on
any changes on the site (for Lists and Document Libraries).


I know that a user can set an individual alerts on a particular
Document Library folders or document.


But the client would like to set a global change alert. So if any of
the libraries or folders etc. changes it will notify the user
immediately!


Can anyone send me in the right direction to solve this problem?
