Customize Save as dialogs

I have a problem with customizing the design of the save as dialogs.
I found out that there are several different dialogs in the process.
eg. SPSTOC\LISTS\DOCLIB\FILEDLG.HTM (inside a document lib for areas)
SPSTOC\LISTS\DOCLIB\EDITDLG.HTM (file properties)
But i can't find the dialog for browsing the doc list tree)
The url it loads is :
http://SERVER/_vti_bin/owssvr.dll?location=&dialogview=FileSave&FileDialogFilterValue=*.doc;
Note the location is empty.
