why would SPS require multiple login attempts for portal users

    I'm developing and testing a SPS 2003 portal on a stand-alaone Win 2003
    server running MSDE, No domain controller nor active directory installed.
    When I, as server admin and portal admin log into the portal (Also have IIS
    set up with SSL and basic authentication) no problem...

    However a standard member of server group (USER) with SPS admin privledges
    to the portal tries to log in, SPS or IIS (Not sure which is the problem)
    requires the user to submit their username and password multiple times. In
    fact if they attempt to access (any) area of the portal, a username and
    password prompt pops up...

    Here is where it gets really strange...if I, as server admin log on to the
    portal "from" any arbitrary client PC, that user can now access the portal
    from that specific PC with only a single submission of their username and
    password...what gives?
