Single Sign-On, SPS2003, and Application Launching

Good day, all-
We're in the process of implementing SPS2003 and Single Sign-On service
for our plethora of applications and have come across an apparently
common question--manipulating the browser window for links and opening
specific links in a new window. These applications take over the
browser window; I would like them to open in new '_blank' windows rather
than the '_parent/_self' page.
The questions I pose:
1. Would it make sense to create a new Web Part specifically for this
purpose? If so, in either C# or VB.NET, where might I begin? I'm
comfortable developing Web Parts for simple tasks such as reading
information and displaying it to the user, but not so much in creating
an interactive Web Part.
2. How are other companies/organizations handling web application
launching without losing contact with the portal site? I'm a firm
believe that someone out there has HAD to have created something like
this before. (^_^)
I've seen several articles on MSD2D and other sites on modifying the XML
files; however, I 1) do not want this to affect all links of the "News"
or "List" type and 2) will have different specifications per
applications (such as full screen, etc). In response to Wei-Dong XU's
post on 12/2/2004 'RE: How to launch a web part in a new window?', that
would be easier, but would I lose functionality creating a new web part
page rather than my current configuration.
Currently, the applications are in a Subarea called 'Services' and
listed as news items (allowing me to give them an icon, group, and help
organize the plethora of applications for our users. Another downfall
is that a custom page would require my intervention whenever a change is
needed--something I would like to avoid and turn over to the user
responsible for that particular application page.
I appreciate any insight or reference suggestions from my peers.
