Error on remote Development with VS.NET 2003

I'm trying to set up my development environment to start developing
Sharepoint Applications using VS.NET 2003. I followed the instructions from
the following page

But am getting the following error message when connecting to the remote
server.

The Web was created successfully, but an error occurred when trying to 
configure the application root for this Web. Web projects may not operate 
correctly without an application root. The returned error was: Active 
Directory Services cannot find the web server. A possible cause for this is 
an incompatibility between versions of Internet Information Server (IIS) on 
the client and the server. The usual cause for this error is creating Web 
projects on a Windows 2000 or newer server from a Windows NT 4.0 client. You 
can manually configure the application root using the Internet Services 
Manager.

The following is the discription of the error message and have followed the 
instructions on IIS installation on the Client (since the 2nd option requires 
installing FP extension and Sharepoint does not function with FP extensions 
installed) ... I reinstalled the IIS on my XP development box and have gotten 
the same error message.

Has anyone got this message before and what would be my next step to start 
development in VS.NET.  And lastly, I am on a non-AD network, i.e. no Active 
Directory.
