Preventing deletion of Forms folder in SharePoint Document Library

Is there a way to prevent people with add, update, delete rights from
Deleting the Forms folder in the explorer view of a document library? If
this forms folder is mistakingly deleted, is there a way to recover it so the
Document Library can be used again? I'm concerned that if users are able to
use drag and drop into their My Network Place, someone is going to delete
that Forms folder and then the document library is useless. TIA,
