Problem with security permissions in sharepoint portal server 2003

Hi there,
I have a workgroup machine (which runs sharepoint portal 2003 in Windows
2003 Server) called WORKGROUP and this is in the DOMAIN.DOM in my intranet. I
have allowed all the DOMAIN.DOM users to access the site (WORKGROUP Portal
site). USER1 I want him to be reader and user2 I want him to be reader,
contributor. USER3 to be web designer. But what is happening is that I am
unable to assign USER1 reader rights. It expects reader, contributor, web
designer rights if the USER1 has to access the sharepoint site. What is the
work around for the domain users to have only certain sharepoint previleges.
ANy help would be greatly appreciated.
