Please ensure this account has the permission to access the SQL server.
When the SPS performs the operation according to the customer request, it
will use the credential of the worker process identity to do. So your
account should have the permission to access the sql server.

If the worker process still refuses to work, you can set the local system
to the worker process if your SQL server in the same box with SPS. Or you
can create one new worker process for the SPS site and then grant one high
privilege account to the worker process.

"it still has traces of previous installation"
Most scenarios, this should not be the culprit. After the uninstallation,
the previous installation should have been removed from your box.

"Service Unavailable" is the symptom of IIS worker process down. Some
causes may raise this result. However, we should perform the checking from
the security identity first.

Furthermore, if all failed, please don't un-install SPS first. You can
create one new worker process with the local system identity and place one
pure html file in the site. Then you can try to browse this file. If ok,
this means IIS should be working well. You can troubleshoot from the
permission of your account. If not, you can try to un-install/re-install
IIS.
