[help!] Web parts and page templates

Hi,
I'm not a very experienced Sharepoint developer and i'm currently having 2
big problems:
1 - I really need to remove the small icon that apears on the top right
corner of some webparts, when we are simply viewing the page... I know that
the icon is used when we activate "page edit" mode (it shows a dropdown menu
with some options). When we are just viewing the page, the icon only gives
access to the help section. Anyway, i really need t have the icon removed
from my web part, but the frame styles i have avaiable never manage to hide
it... i can hide the whole web part header, but i need to have the web part's
name visible :\ The icon i'm refering to is a small arrow pointing down. I
want it to appear when in "edit page" mode, but i don't want it to appear
when just viewing the site...
2 - I costumized the pages i created with Sharepoint, but never managed to
create a page template. This means that when i create a new Sharepoint
sub-area, the new page shows the old sharepoint layout. I then have to edit
the page with Frontpage in order to make it look like the other pages. I
would like to know where i can define the entire look of the pages i create
in Sharepoint, so i don't have to costumize every new page i create... is
there any aspx file i can apply the new layout to?
