Customize layout of area template

Hi,
I would like to change the template that is used when creating new areas in
Sharepoint Portal Server 2003. What I want to do is to swap the location of
the top navigation bar (home, topics, news, sites), with the bar that
contains the Microsoft logo and My Site, Site Settings and Help links so that
the top navigation bar is located at the very top of the page.
I have managed to do this on the Home page by using Frontpage 2003 and
dragging and dropping the components to new locations. But I would like to
change the template so that all areas and subareas (new and old) will inherit
this new layout. E.g a consistent look when creating new areas.
I found a file called default.aspx under Program Files\Common
Files\Microsoft Shared\web server extensions\60\template\1033\SPSTOPIC, and I
tried to move components using Frontpage 2003. But when I tried to navigate
to areas in the portal afterwards, I got this error "Unknown server tag
'WebPartPages:WebPartZone' ".
Anyone who knows how to do this?
