Yea I'm working with a portal right now and I am trying to
play around and customize the css (OWS.CSS) as best as I
can but I'm having a hard time figuring out what is what.
Even with the css guide page from
sharepointcustomization.com. That helps some, but for
some reason, some of the properties I change (in the css
file) they do not appear on the portal site. (such basic
things as changing the color, so I know my css is correct).

create your own CSS file and change the elements you are
interested in. If you are dealing with a portal site you
can go the the settings for the portal and specify a CSS
to use.
