It will continue to challenge the users if the browser does not pass the
credientials through. This is a security setting that has to be changed on
the client browser. You can either go into IE settings and add the portal
url to their Intranet sites listing, or go into whatever internet zone you
want, customize the security level, scroll to the bottom, and select
automatic logon.
