You can create the user accounts and the security groups on the server that
is running the portal as local users and groups.
The Sharepoint platform uses and expects a MS user token for authorization.
There are only two feasible ways to use portal outside of AD:
    1) Build local user accounts and security groups on the portal server
for each user and group.
    2) Allow anonymous access to the portal and use some other
authenication before it, or none at all.

If you go the second route, then your users will be unable to use a MySite
and the actions they take in the portal, such as adding documents, will not
have any personlized user information. I would build a local account for
each user, regardless of the number. Or build a custom app that allows web
users to create their own local windows user accounts.
