Thanks for posting in the community.

>From your description, I reword your senario as below.
You have a WSS site(e.g. Team Site).
1. At first you can open the WSS site(with default WebPart) in FrontPage
2. You have another cusotmized webparts and you add them to the WSS site
webpart page.
3. After then you can open the webpart page in IE, if opened in frontpage,
you got error message.
Have I fully understood you? If there is anything I misunderstood, please
feel free to let me know.

Firstly, I think you may try to check the KB article as below
830342 "Soap:Server Exception of Type
http://support.microsoft.com/?id=830342

Since I can reproduce the problem on my side.

Can you try to create a new teamsite?
1. open the default.aspx of the teamsite in frontpage to see if the problem
persists.
2. add the customized webpart onto the webpart page to see if the problem
persits.
3. If yes, delete the customized webpart and create a new webpart as the
article below and test the webpart on the page to see if it can open in
frontpage
