Try "iis.msi", or "services.msi"
there you can forward settings to your clients.
It is not a wsh thing preventing you from doing what you want.

I recently was at the Linen & Things, a 400+ outlets chain

Your implication is, that wsh can easily read,write,calculate,monitor
GUI type stuff.
This is not the purpose of script, and not get you an answer.
You need to stick to "automation" and involved i.e.
available MS components for a start.
